年终岁首，佳节将至。 我们挥手告别硕果累累的2011年，迎来了充满希望的2012年。在这辞旧迎新之际，我谨代表娄底市商务局全体工作人员向在娄底工作的港澳台同胞、华侨华人、外国友人，在外经商务工的娄底籍老乡，世界各地的朋友以及娄底商务战线的各位同仁致以诚挚的新年祝福！向所有关心、支持娄底商务工作的各位领导、海内外各界朋友表示衷心的感谢！
Upon the beginning of a New Year and just before the New Year’s Festival, we bid farewell to a fruitful 2011 and welcome a promising 2012. I would like to take this opportunity to wish a Happy New Year to all the Chinese in Hong Kong and Macau, overseas Chinese, foreign friends, Loudi residents that are working outside our home town, as well as friends all over the world, and colleagues that work in Commerce Departments all over the nation. I would also like to extend my appreciations for all the leaders and friends from home and abroad that have cared for and supported the commerce business of Loudi.
2011年，是“十二五”的开局之年。面对复杂多变的国际国内宏观经济环境，全市商务系统广大干部职工在市委、市人大、市政府、市政协的正确领导和省商务厅的悉心指导下，紧紧围绕“四化两型”、“幸福娄底”建设，全面贯彻落实省市扩大开放工作会议精神，着力引项目、扩投资、活市场、促销费、增外贸、扩内需、搭平台、深合作，有力推进了全市商务事业快速发展。我市被定为商务部农产品现代流通体系试点单位的基础上，正在积极争取全国再生资源试点城市；全年新设立外商投资企业6家，境外投资企业6家；到位外资1.8亿美元，增幅排名全省第一；到位内资150亿元，增长35.9%；“家电下乡”、“家电以旧换新”销量分别位居全省第二位和第一；实现社会消费品零售总额258亿元，同比增长17.8%，增幅排名全省第四；全年实现进出口总额21.5亿美元，总量和增幅分列全省第三和第一；实现加工贸易额840万美元；新签外经劳务合同额1561.7万美元。各项商务工作齐头并进，实现跨越，已荣获省、市多项殊荣。
2011 was the first year of the Twelfth Five-Year Plan. In face of a complex international and domestic macroeconomic environment, under the leadership of the Chinese Communist Party of Loudi, the People’s Congress of Loudi, the People’s Government of Loudi, and the Political Consultation Conference of Loudi, and under the guidance of Hunan Provincial Commerce Department, we worked restlessly on attracting projects, increasing investments, rejuvenating markets, promoting consumption, increasing international trade, expanding domestic demand, building platforms, and deepening cooperations, to build a “happy Loudi” and to carry out the guidelines of the provincial and city government to continue to open up the economy. The commerce sector of the city has seen a tremendous growth. On the foundation that our city is chosen as the experimental unit of Modern Agricultural Logistics System, we are trying to become the experimental city of reusable energy. Over the past year, we had 6 new foreign investment businesses in the city, and have established 6 new businesses in foreign countries. The city has banked US$160 million in foreign investment last year, ranking number one in growth rate in the province. The city has also banked RMB16 billion Yuan last year, a 35.9% increase over the year before. The city’s “Home Appliance Going Rural” and “Trading Old Home Appliances for New” ranked number two and number one respectively in Hunan Province. The total value of social consumption goods of the city reached RMB25.8 billion Yuan, a 17.8% increase over the same period the year before and ranked number four in the rate of growth in the Province. Total import and export value for the year was US$2.15 billion, ranking number three and number one in volume and rate of growth in the province respectively. Total processing trade value for the city was US$8.4 million, and signed new contracts for labor export in the amount of US$15.617 million. All commerce business in the city made good progress, and we have won many city and provincial awards.
成绩的取得，来之不易，它充分体现出各级领导的英明决策与坚强领导，海内外各界朋友的倾力支持和厚爱，凝聚着全市人民的智慧和力量，倾注着全市商务战线广大干部职工的心血和汗水，是解放思想，更新观念，开拓进取，创先争优，无私奉献的结晶。
Our achievements do not come easy. They reflect the strong leadership and wise decisions from all levels of leadership; they come from the support and love from friends home and abroad; they are the fruit from the wisdom and strength of all the people of the city; and they are the result of blood and sweat from all the people working in the Commerce industry of the City. They are the result of opened up ideology, new concepts, progressive efforts, positive competition, and selfless contributions.
富有挑战的2012年已经来临，全市商务招商工作者要把“稳中求好，好中求快”作为总基调，牢固树立“服务民生”理念，紧扣“扩大开放”主题，突出招商引资和商贸流通体系建设两个重点，拓展外经外贸和激活社会消费两个领域，攻克加工和服务贸易、家政服务、再生资源三个难点，全面推动各项商务工作优质快速发展。主要预期目标是：完成社会消费品零售总额增长18%，到位外资增长30%，内联引资增长40%；进出口总额增长15%，加工贸易额增长30%；对外经济技术合作新签合同额增长10%，完成营业额增长15%，外派劳务人员增长18%，年末在外人数增长50%，新增境外投资企业6家。为全市经济社会跨越式发展，建设幸福娄底尽我们最大的努力。
A challenging 2012 has come upon us. All employees at the Commerce Department of the city should use “quality from stability, speed from quality” as the general guideline and establish the conviction of “serving peoples’ livelihood”. We need to focus on attracting investment and business and trade logistics improvement; and focus on foreign trade and stimulating domestic consumption. In order to push for the quality and speedy development of all areas of commerce work, we need to overcome three difficult areas of manufacturing and trade services, home services, and reusable resources. Our forecasted growth targets are: 18% in total retail value of social consumption goods; 30% increase in realized foreign investment; 40% increase in associated domestic investment; 15% in total import/export value; 30% increase in processing trade. We also project 10% increase in contract volume for foreign economic and technological cooperation; 15% increase in business volume; 18% increase in overseas labor; 50% increase in number of people residing overseas by the end of the year; and establish 6 new overseas businesses within the year. We will make our best effort for the leap forward of the city’s social and economic development as well as for a happy Loudi.
